Celts top Knicks 97-90 in OT, avoid playoff sweep

BOSTON (AP) ? Jason Terry scored Boston's last nine points as the Celtics weathered a strong comeback by the New York Knicks and avoided being swept with a 97-90 overtime win on Sunday.

Paul Pierce led the Celtics with 29 points as they forced a fifth game in the series, but it was Terry who provided the finishing touches.

In Game 3, he had been elbowed by J.R. Smith, and the NBA suspended the Knicks guard for Sunday's game.

New York had tied the game 84-84 after trailing by 20 points early in the third quarter. It was 88-all before the Celtics regained control and took the lead for good on a 3-pointer by Terry. Carmelo Anthony, who led the Knicks with 32 points, hit a short jumper, but Terry connected on a 15-footer with 50 seconds remaining for a 93-90 lead.

After Anthony missed a 3-pointer with 21 seconds to go, Terry was fouled and sank both free throws. He added a layup to close out the game.

But the Celtics still have a huge deficit in trying to become the first team to win after trailing a series 3-0.

Game 5 is Wednesday night in New York, where the Knicks can win their first playoff series in 13 years.

Jeff Green scored 26 points for the Celtics and Terry finished with 18.

The Celtics showed renewed energy early after being held below 80 points in each of the first three games. They led 54-35 at halftime and 59-39 three minutes into the third quarter before their recent second-half woes returned. In previous first halves, they scored just 25 points in Game 1 and 23 in Game 2. On Sunday, they were outscored 30-14 in the third quarter and led just 68-65 heading into the fourth.

Boston held a 65-51 lead when Anthony went to the bench with 3:35 remaining. The Knicks outscored the Celtics 14-3 the rest of the way behind 11 points from Felton and a 3-pointer from Iman Shumpert. Felton finished with 16 points in the quarter and 27 in the game.

The Knicks played the first half as if they had taken shooting lessons from the Celtics. New York hit just 28.9 percent of its shots (11 for 38) after Boston made only 39.5 percent of its attempts in the first three games.

The Celtics found their range from the start and connected on 51.3 percent (20 for 39).

Notes: The Knicks were 19-2 in their previous 21 games. The Celtics were 5-14 in their previous 19. ... For the Celtics, Garnett, Green and Brandon Bass each had four fouls five minutes into the third quarter. Bass committed his fifth with 5:10 left in the period and fouled out with 4:27 to go in the games. ... Anthony committed his fourth with 4:08 remaining in the third.

First snapshot of organisms eating each other: Feast clue to smell of ancient Earth

Apr. 29, 2013 ? Tiny 1,900 million-year-old fossils from rocks around Lake Superior, Canada, give the first ever snapshot of organisms eating each other and suggest what the ancient Earth would have smelled like.

The fossils, preserved in Gunflint chert, capture ancient microbes in the act of feasting on a cyanobacterium-like fossil called Gunflintia -- with the perforated sheaths of Gunflintia being the discarded leftovers of this early meal.

A team, led by Dr David Wacey of the University of Western Australia and Bergen University, Norway, and Professor Martin Brasier of Oxford University, reports in this week's Proceedings of the National Academy of Sciences the fossil evidence for how this type of feeding on organic matter -- called 'heterotrophy' -- was taking place. They also show that the ancient microbes appeared to prefer to snack on Gunflintia as a 'tasty morsel' in preference to another bacterium (Huroniospora).

'What we call 'heterotrophy' is the same thing we do after dinner as the bacteria in our gut break down organic matter,' said Professor Martin Brasier of Oxford University's Department of Earth Sciences, an author of the paper. 'Whilst there is chemical evidence suggesting that this mode of feeding dates back 3,500 million years, in this study for the first time we identify how it was happening and 'who was eating who'. In fact we've all experienced modern bacteria feeding in this way as that's where that 'rotten egg' whiff of hydrogen sulfide comes from in a blocked drain. So, rather surprisingly, we can say that life on earth 1,900 million years ago would have smelled a lot like rotten eggs.'

The team analysed the microscopic fossils, ranging from about 3-15 microns in diameter, using a battery of new techniques and found that one species -- a tubular form thought to be the outer sheath of Gunflintia -- was more perforated after death than other kinds, consistent with them having been eaten by bacteria.

In some places many of the tiny fossils had been partially or entirely replaced with iron sulfide ('fool's gold') a waste product of heterotrophic sulfate-reducing bacteria that is also a highly visible marker. The team also found that these Gunflintia fossils carried clusters of even smaller (c.1 micron) spherical and rod-shaped bacteria that were seemingly in the process of consuming their hosts.

Dr Wacey said that: 'recent geochemical analyses have shown that the sulfur-based activities of bacteria can likely be traced back to 3,500 million years or so -- a finding reported by our group in Nature Geoscience in 2011. Whilst the Gunflint fossils are only about half as old, they confirm that such bacteria were indeed flourishing by 1,900 million years ago. And that they were also highly particular about what they chose to eat.'

Activists, UN put 'killer robots' in the crosshairs

Nearly every fighting ship in the U.S. Navy carries a Phalanx defense system, a computerized Gatling gun set on a six-ton mount that uses radar to spot targets flying out of the sky, or cruising across the ocean's surface. Once it "evaluates, tracks, engages and performs a kill assessment," a human gives the order to rattle off 4,500 rounds per minute.

This sort of "supervised" automation is not out of the ordinary. When Israel's "Iron Dome" radar spots incoming missiles, it can automatically fire a counter missile to intercept it. The German Air Force's Skyshield system can now also shoot down its targets with very little human interaction.

For years, "sniper detectors" have pointed telltale lasers at shooters who are firing on troops; DARPA is even working on a version that operates "night and day" from a moving military vehicle that's under fire. Meanwhile, sniper rifles themselves are getting smarter: In the case of the TrackingPoint precision guided firearm, the operator pulls the trigger, but the gun's built-in computer decides when the bullet flies.

"We are not in the 'Terminator' world and we may never reach there," says Peter Singer, author of "Wired for War" and director of the Center for 21st Century Security and Intelligence at the Brookings Institution. "But to say there isn't an ever increasing amount of autonomy to our systems ? that's fiction."

Preparing for a future in which robots may be given a tad more independence, an international coalition of humans rights organizations including Human Rights Watch are banding together to propose a treaty ban on "killer robots."

The Campaign to Stop Killer Robots publicly launched April 23 with the goal of bringing the discussion about autonomous weapons systems to regular people, not just politicians and scientists. Also this month, the United Nations Special Rapporteur recommended a suspension of autonomous weapons ? or "lethal autonomous robotics" ? until their control and use is discussed in detail. But critics of those reports argue that it's too early to call for a ban because the technology in question does not yet exist. Others say this is the reason to start talking now.

"Our feeling is that [it is] morally and ethically wrong that these machines make killing decisions rather than humans [making] killing decisions," Stephen Goose, director of the arms division at the Human Rights Watch, told NBC News.

The group clarifies that it isn't anti-robot, or anti-autonomy ? or even anti-drone. It's just that when a decision to kill is made in a combat situation, they want to ensure that decision will always be made by a human being.

Goose says the title of the new campaign is deliberately provocative and designed to catalyze conversation. He said, "If you have a campaign to stop 'Fully autonomous weapons,' you will fall asleep."

"The problem with modern robotics is there's no way a robot can discriminate between a civilian and a soldier," said Noel Sharkey, a professor of artificial intelligence and robotics at the University of Sheffield in the U.K. and an outspoken advocate for "robot arms control." "They can just about tell the difference between a human and a car."

But a treaty prohibition at this time is unnecessary and "might even be counterproductive," cautions Matthew Waxmann, a national security and law expert at Columbia Law School. Waxmann told NBC News that he anticipates a day when robots may be better than human beings at making important decisions, especially in delicate procedures like surgeries.

"In some of these contexts, we are going to decide not only is it appropriate for machines to operate autonomously, we may demand it, because we are trying to reduce human error," said Waxmann.

Michael Schmitt, professor of international law and chairman of the U.S. Naval War College, told NBC News that a ban now, as a matter of law, is a "bad idea." When the Human Rights Watch wrote a 50-page report on the future of robotic warfare, Schmitt wrote a rebuttal in Harvard's National Security Journal. His main argument: "International humanitarian law's restrictions on the use of weapons ... are sufficiently robust to safeguard humanitarian values during the use of autonomous weapon systems."

Singer, whose work has made him an ombudsman in the growing debate over robotic warfare, says that now is the time to talk ? now, when Google cars are guiding themselves through San Francisco's streets and algorithm-powered stock trading accounts crash markets based on keywords.

Singer thinks the debate needs to gain traction before governments and big companies become invested in the technology ? and begin to influence the direction of policy. "People aren't pushing for more autonomy in these systems because it is cool. They're pushing for it because companies think they can make money out of it," he said.

Autonomous weapon systems that can operate independently are "not centuries away," Singer told NBC News. "We're more in the years and decades mode."

Saturn is closest to Earth on Sunday: See it live online

The best view of Saturn available to Earth dwellers in six years should be on Sunday (April 28), with the planet reaching its opposition point, when Earth lies directly between it and the sun.

You can watch the celestial show live online via the Slooh Space Camera, which will be broadcasting a feed from its telescopes in Spain's Canary Islands. You can?watch the Saturn webcast live on SPACE.com?beginning at 9:30 p.m. EDT on Sunday (0130 GMT Monday).

The giant planet should put on a spectacular show, with its famous icy rings tilted at a perfect angle for viewing. During Saturn's close approach to Earth, the planet will be exceptionally bright, reaching about the same brightness as famous stars such as Betelgeuse. The ringed giant should be visible all night long on April 27 and 28, and its shadow will fall so that neither the east nor west side of the rings is darkened.

"Saturn is widely regarded as the most beautiful planet in the known universe," Bob Berman, contributing editor and monthly columnist for Astronomy magazine, said in a statement. "And this is the day that it is largest and hence potentially clearest not just for all of 2013, but for the past half dozen years, thanks to the greatly improved viewing tilt of its famous rings. The famous inky-black gap separating its broad white 'B' ring from its narrower 'A' ring, called the Cassini Division, should be striking."

Berman will appear as a commentator on the Slooh webcast, along with Slooh engineer Paul Cox, who will be controlling the Slooh telescopes robotically from the United Kingdom, and other experts.

Saturn's position will also give skywatchers a chance to view a mysterious storm brewing on the planet. [Stunning Photos of Saturn's Weird Vortex Storms]

"Surrounding the Saturn north pole, which is now angled toward us better than has been seen for the past two decades, lies a bizarre hexagon, each of whose six sides is larger than our entire planet Earth," Berman said. "The origin of this long-lived feature is utterly mysterious, and although its location at the very 'top' of Saturn makes it impossible to see from Earth through any telescope including Hubble, thanks to the sideways viewpoint we always have, it has given Saturn's north pole a new notoriety. No doubt, some viewers will 'tune in' to gaze at Saturn close-up and in true color on this day of its closest approach, merely because of that baffling feature."

To view the planet with your naked eye or through a telescope, stargazers in North America should look halfway up the southern sky around midnight. Saturn will shine to the left of the bright blue star Spica in the constellation Virgo.

You can also follow the Slooh webcast live via the?Slooh Space Camera website.

How sustainability metrics helps build trust in the financial sector ...

It?s no surprise that banks and financial sectors are the institutions least trusted by U.S. society. Trust reached an all-time low of 24 percent in 2011, down from 69 percent in 2008. In an effort to rebuild confidence in financial institutions, Congress enacted two financial reform bills (Sarbanes Oxley in 2002 and Dodd-Frank in 2012). These efforts, however, have not sufficed.

To rebuild trust, investors and the public need comparable data on how financial institutions are managing environmental, social and governance (ESG) performance. Enter SASB.

In February, we convened a group of 300 people ? representing $5 trillion in assets under management and $1.3 trillion in market capital ? to participate in working groups to help establish sustainability accounting standards for the financials sector. They weighed in on sustainability accounting standards for the disclosure of material ESG issues for seven industries, including commercial banks, mortgage finance and insurance.

SASB research revealed that the core impact of the Financials sector on economic development underpins ESG issues for the sector. With great power comes great responsibility ? this sector has power to fuel tremendous growth while also potentially creating negative externalities for society and the environment. For example, the consumer finance industry creates positive societal value via financial flexibility for low-income populations. But it also creates negative externalities ? as of September 2012 the total credit card debt in the U.S. stood at $852 billion, 5 percent of the national debt that same year and just shy of the entire GDP of Taiwan for the same year.

There are other examples of how the Financials sector, when at its best, can bring great benefit to society. A 2012 study by the American Council for an Energy-Efficient Economy found that energy efficiency, which can be promoted in part by mortgage products, could save consumers an average of $2,600 ? that's $400 billion in all, per year ? while also presenting a considerable opportunity for mortgage finance companies.

The social license to operate enjoyed by the financials sector can be traced back to ancient times, when temples commonly served as banks. Governance issues, determined by SASB research to be among the most material of ESG issues for the sector, have the potential to shake public trust in the near-sacred institutions in this sector. Governance is made particularly complicated by the concentration of large players intertwined in multiple roles. Banks, for example, are often on several sides of the same transaction ? as principal investor, advisor and provider of debt financing. This leads to potential conflict of interest, systemic risk and regulatory compliance.

The SASB research team is evaluating the feedback the Financials working groups provided on our draft sustainability accounting standards. On May 1, the standards were released for a 30-day public comment period.

SASB rapidly is gaining momentum. Our Financials working groups were three times the size of our working groups for our first sector, Health Care. Over 200 people attended our groundbreaking Delta Series Conference in NY. It brought securities lawyers and sustainability professionals to the table together ? possibly for the first time ? to discuss materiality in terms of the U.S. securities law and the SEC, as well as the intersection of CSR and the Form 10-K.

Next up, we begin our working groups for Technology & Communications in May, followed by non-renewables in August. SASB is using rapid prototyping to produce a full set of standards for 88 industries in just 2.5 years.

In order to maintain our steep trajectory to quickly produce standards, we need your help. Participate in our period of public comment on draft Financials sector standards from May 1 to May 30. Sign up by May 6 for our Technology & Communications industry working group. Register for our new webinar series that launches soon. Together, we can set standards that will spark real action and innovation ? for the benefit of companies, investors and society.

Goodyear posts stronger-than-expected profit

DETROIT (Reuters) - Goodyear Tire & Rubber Co on Friday posted a stronger-than-expected quarterly profit as lower raw material costs and increased sales of higher-priced tires offset weakness in Europe.

Shares of the tire maker rose 3.2 percent to $13.35 in trading before the market opened.

The company also maintained its full-year financial outlook and said it was targeting additional savings of up to $100 million in Europe.

"In Europe, we are taking steps to address weak industry demand brought about by recessionary conditions that continue to impact the auto and tire industries," Chief Executive Officer Richard Kramer said in a statement.

Europe has been a weak spot for the auto industry as demand has slumped in that region. U.S. automaker Ford Motor Co on Wednesday reiterated that it expected to lose $2 billion in Europe this year.

The company reported first-quarter net income available to common shareholders of $26 million, or 10 cents a share, compared with a year-earlier loss of $11 million, or 5 cents a share.

Excluding a 37-cent loss resulting from the devaluation of the Venezuelan currency and other one-time items, Goodyear earned 45 cents a share. That was 15 cents above what analysts polled by Thomson Reuters I/B/E/S had expected.

The results benefited from a $230 million drop in raw material costs.

Goodyear's North American and Asian units reported record first-quarter operating income.

While North America's sales volumes fell by 1 million tires, the segment's operating income jumped almost 59 percent, and operating margin rose to 5.9 percent from 3.2 percent, helped by more sales of higher-priced tires.

Overall sales fell 12 percent to $4.85 billion, below the $5.1 billion analysts had expected. Volume fell 8 percent to 39.5 million tires, mostly due to the weakness in Europe.

The quarter's sales reflected $364 million in lower tire unit volumes, $178 million in lower sales in other related businesses, and $115 million in unfavorable foreign currency translations.

Goodyear affirmed its full-year outlook, saying it expected segment operating income - the combined results of its four business units - to come in at $1.4 billion to $1.5 billion. In February, the Akron, Ohio-based company cut that forecast from $1.6 billion, citing weakness in the Europe automotive market and the currency devaluation in Venezuela.

The company said it was still targeting positive cash flow this year, excluding pension prefunding. It expects 2013 industry tire unit volumes to be essentially flat with last year due to the weakness in Europe.

Goodyear said it was implementing a three-point plan to return its European business to historic profit margin levels, including seeking productivity improvements of $75 million to $100 million, increasing its share in targeted market segments and seeking more growth from emerging markets.

Researchers identify key cellular organelle involved in gene silencing

Friday, April 26, 2013

RNA molecules, made from DNA, are best known for their role in protein production. MicroRNAs (miRNAs), however, are short (~22) nucleotide RNA sequences found in plants and animals that do not encode proteins but act in gene regulation and, in the process, impact almost all biological processes ? from development to physiology to stress response.

Present in almost in every cell, microRNAs are known to target tens to hundreds of genes each and to be able to repress, or "silence," their expression. What is less well understood is how exactly miRNAs repress target gene expression.

Now a team of scientists led by geneticists at the University of California, Riverside has conducted a study on plants (Arabidopsis) that shows that the site of action of the repression of target gene expression occurs on the endoplasmic reticulum (ER), a cellular organelle that is an interconnected network of membranes ? essentially, flattened sacs and branching tubules ? that extends like a flat balloon throughout the cytoplasm in plant and animal cells.

"Our study is the first to demonstrate that the ER is where miRNA-mediated translation repression occurs," said lead researcher Xuemei Chen, a professor of plant cell and molecular biology and a Howard Hughes Medical Institute-Gordon and Betty Moore Foundation Investigator. "To understand how microRNAs repress target gene expression, we first need to know where microRNAs act in the cell. Until now no one knew that membranes are essential for microRNA activity. Our work shows that an integral membrane protein, AMP1, is required for the miRNA-mediated target gene repression to be successful. As AMP1 has counterparts in animals, our findings in plants could have broader implications."

Study results appear today in the journal Cell.

Simply put, DNA makes RNA, and then RNA makes proteins. Specifically, RNA encodes genetic information that can be "translated" into the amino acid sequence of proteins. But noncoding RNAs ? RNAs that do not encode proteins ? are increasingly found to act in numerous biological processes. MicroRNAs are a class of noncoding RNAs whose main function is to downregulate gene expression.

Research on miRNAs has increased tremendously since they were first identified about 20 years ago. In the case of diseases, if some genes are up- or down-regulated, miRNAs can be used to change the expression of these genes to fight the diseases, thus showing therapeutic potential.

MicroRNAs are known to regulate target genes by two major modes of action: they either destabilize the target RNAs, leading to their degradation, or they do not impact the stability of the target RNAs, but simply prevent them from being translated into proteins ? a process known as translation inhibition. The end result of translation inhibition is that the genes do not get expressed. Just how miRNAs cause translational inhibition of their target genes is not well understood.

"We were surprised that the ER is required for the translational inhibition activity of miRNAs," Chen said. "This new knowledge will expedite our understanding of the mechanism of gene silencing. Basically, now we know where to look: the ER. We also suspect it is the rough ER portions that are involved."

Chen explained that the ER has two types: rough and smooth. Rough ER, which synthesizes and packages proteins, looks bumpy; smooth ER, which acts in lipid synthesis and protein secretion, resembles tubes. The ER protein AMP1, she said, is anchored in the rough ER.

"My lab has been conducting research on AMP1 for many years," she said. "And it's this protein that drew our attention to the ER. First, we realized that AMP1 is involved in miRNA-mediated translational inhibition. Then, since we already knew that AMP1 is localized in the rough ER, we shifted our focus to this organelle."

Next, her lab will attempt to crack the mechanism of miRNA-mediated translational inhibition. They will investigate, too, how miRNAs are recruited to the ER.

Draft bill gives FDA authority over some pharmacies

By Toni Clarke

WASHINGTON (Reuters) - The Food and Drug Administration would gain greater authority over pharmacies that compound sterile drugs and ship them across state lines under proposed legislation announced on Friday.

The proposal from a bipartisan group of U.S. senators comes in the wake of a meningitis outbreak last fall that killed 53 people and sickened more than 700. The outbreak was linked to a tainted steroid distributed by the New England Compounding Center.

The proposal would draw a distinction between traditional compounding pharmacies, which make drugs based on specific prescriptions for individual patients, and those such as NECC, which make products without prescriptions for physicians to keep for future use.

"By clarifying FDA authority over high-risk compounding practices, this bill will enhance protections for patients taking compounded drugs and help prevent crises like last year's tragic meningitis outbreak," Iowa Democrat Tom Harkin, chairman of the Senate health committee that developed the draft legislation, said in a statement.

The bill would create a new class of drugmaker that would be regulated by the FDA but would be exempt from the full raft of regulations that apply to traditional pharmaceutical companies.

For example, these "compounding manufacturers" would not be required to submit their products to the FDA for approval before selling them. Nor would they be required to negotiate the labeling of their drugs with the FDA; they would only be required to indicate that the products are compounded and list certain other specified information.

These companies would no longer be licensed as pharmacies. They would be required to register with the FDA, and report to the agency any problems reported by patients or physicians. They would also be required to pay an annual fee to defray the cost of FDA inspections.

Compounding manufacturers would not be allowed to compound biologic products made from live organisms or other complex drugs. And they would be prohibited from compounding FDA-approved drugs unless they are in short supply.

Traditional compounding pharmacies would continue to be licensed and regulated by state boards of pharmacy.

A spokeswoman for the FDA, Erica Jefferson, said the agency was reviewing the draft "and looks forward to continuing to work closely with the committee to address existing limitations in the law."

It is unclear how many of the nation's roughly 2,800 compounding pharmacies would fall into the new category, but initial estimates put the number at fewer than 500. They would be defined not by their sales volume, but by whether they make products that are at high risk for contamination and sell them across state lines.

Ever since the meningitis outbreak, the FDA has been pilloried by Republicans in Congress, who say the agency should have been more aggressive in its oversight of NECC.

The FDA concedes as much but has argued that a complex legal landscape has hampered its ability to regulate the industry since compounding pharmacies have historically been regulated by the states and have not been required to register with the FDA.

The proposed legislation encourages greater communication among states and between states and the FDA. (Reporting by Toni Clarke in Washington; Editing by Vicki Allen)

Body found in Providence River identified as missing student

By Richard Weizel

BOSTON (Reuters) - A body found floating in the Providence River was that of a 22-year-old Brown University student who had been missing for more than a month, Rhode Island officials confirmed on Thursday.

The body of Sunil Tripathi, who had been missing since March 16, had been found by the university's men's crew team late on Tuesday.

"We have been able to conclusively determine the body is that of Sunil Tripathi, but will not be able to determine the cause of death for several months," said Dara Chadwick, a spokeswoman for the Rhode Island Department of Health.

The case received national media attention after social media websites last week lit up with a false rumor that Tripathi, who was on an approved leave from Brown, was one of the suspects in the Boston Marathon bombings.

The actual suspects have been identified as brothers Tamerlan and Dzhokhar Tsarnaev.

While Tripathi's family blasted those reports last week, they posted a statement of thanks on Thursday on a special website which had been set up to help find the missing student.

"As we carry indescribable grief, we also feel incredible gratitude," the family said. "To each one of you - from your hometown to many distant lands - we extend our thanks for the words of encouragement, for your thoughts, for your prayers and for the love you have generously shared."

Brown University President Christina Paxson said on Thursday: "We extend our deepest condolences to Sunil's family for their loss and for the immeasurable pain they have endured during this period."

The university plans a memorial service for Tripathi on Saturday afternoon.

Another HIV vaccine fails as govt halts US study

WASHINGTON (AP) ? Bad news in the fight against the AIDS virus: The government is halting a large U.S. study of a possible HIV vaccine because the experimental shots aren't preventing infection.

The study had enrolled about 2,500 people, mostly gay men, in 19 cities. Half received an experimental vaccine developed by the National Institutes of Health, and half received dummy shots.

A safety review this week found that slightly more volunteers who had received the vaccine later became infected with HIV. It's not clear why.

The NIH said Thursday that it is stopping vaccinations, but will continue to study the volunteers' health.

Multiple attempts at creating an AIDS vaccine have failed over the years. But researchers continue to try, pointing to modest success in a 2009 study in Thailand.

TEHRAN, Iran (AP) ? Iranian users of Samsung mobile applications said Thursday that the company had notified them that they will no longer have access to the company's online store as of May 22.

The move is seen as part of international sanctions on the country over its disputed nuclear program. The West has imposed banking and insurance sanctions on Iran since it suspects Iran is pursuing nuclear weapons, a charge Tehran denies.

At a Tehran shopping mall, owners of mobile phones and tablets said Thursday that they had received the message via email from the company late the night before. Retailers said they had no power over the decision.

"We have heard about it, but we are only responsible for hardware here, not software and apps," shopkeeper Bijan Ashtiani said.

In the message, Samsung said that it cannot provide access to the store, known as Samsung Apps, in Iran because of "legal barriers." It apologized to customers in emailed statement seen by the Associated Press on Thursday.

Samsung's offices in Tehran could not be immediately reached for comment due to the weekend there, and its headquarters in South Korea did not immediately respond to a request.

The decision quickly provoked ire on social media.

"Samsung is to stop its apps in Iran, oh how we appreciate our officials," wrote Bahareh, a Twitter user blaming Tehran's policy. Another, named Armin, pointed at the technology giant itself, saying: "Now, Samsung's sanctions honor us as well!"

Samsung spokesman Chris Jung in Seoul said the company is still looking into the matter and could not confirm any details.

Unlike Apple, Microsoft and Adobe, Samsung has provided localized services to Iranians in their native Persian language. In 2012, Finish communications giant Nokia stopped its services in the country.

Speedier loans draw small UK firms to online financing - report

By Kylie MacLellan

LONDON (Reuters) - Small British businesses have turned to seeking funding from members of the public online because of the slow speed at which banks process loan applications, a report showed on Friday.

Peer-to-peer lending, which allows small investors to earn interest from loaning money to individuals or businesses, is one of several alternative sources of finance that have grown up as banks ration credit in response to tougher capital rules and the economic slowdown.

This week the British government gave banks greater incentives to lend to small firms in a bid to inject new life into the country's stagnant economy.

The report, produced by innovation charity Nesta using data from Britain's largest peer-to-peer business lending website Funding Circle, found the length of time it takes to secure a bank loan, rather than the availability of loans, was the most common reason given by firms for choosing the online route.

More than 75 percent of the 89 companies surveyed also said they would go to Funding Circle first for future funding.

"Coupled with the recession, it's the explosion of social media and the use of (the) Internet that has made it easier and cheaper to connect those who want to invest with the businesses that need finance," said Stian Westlake, executive director of policy and research at Nesta.

British and U.S. authorities are working out how best to regulate the wider crowd funding industry, which also includes sites that enable individuals to buy small equity stakes in companies or fund creative projects in return for non-financial rewards, such as a copy of an album.

Crowd funding websites helped companies and individuals worldwide raise $2.7 billion (1.7 billion pounds) from members of the public in 2012, an 81 percent increase on the previous year, data showed earlier this month.

Regulators are keen to make sure investors are aware of the risks and ensure the sites vet firms adequately to avoid scams.

Nesta said 88 percent of the 630 lenders surveyed had other investments such as stocks or bonds, while 38 percent had more than 10 years experience working with small- and medium-sized firms.

On average, Funding Circle lenders had invested a total of 7,983 pounds and 75 percent said they expected to increase the amount of money they put in over the coming year.

South African stocks mostly flat as gold rebounds

JOHANNESBURG (Reuters) - South African stocks ended mostly flat on Wednesday as gains by resource producers including Harmony Gold offset declines from a mixed bag of companies that reported disappointing earnings.

Agricultural services company Afgri was one of the biggest losers on the broad All-Share index, sliding nearly 6 percent to 4.80 rand after it warned full-year earnings would likely fall by as much as 40 percent.

The benchmark JSE Top-40 index gained 0.07 percent to 34,191.83 and the All-Share index rose 0.1 percent to 38,783.07.

"For shorter term traders, our gold shares look like they are offering good value at the moment, as long as the gold price continues to recover," said Greg Davies, an equities trader at Cratos Capital.

Investors were still skittish about the prospects for Africa's largest economy after state utility Eskom warned earlier this week it may have trouble keeping the lights on in the coming months.

A power crunch in 2008 shut mining firms and factories, costing the economy billions of dollars in lost output.

South Africa's No. 3 gold producer Harmony was the second-biggest gainer on the All-share index, rising nearly 5 percent to 44.97 rand. Bigger rival Gold Fields was up 4.2 percent at 64.50 rand.

Vodacom made its biggest one-day jump in five months, gaining 3.5 percent to 108.59 rand, after the mobile telephone operator said it expected full-year earnings to rise by as much as 25 percent.

Rival MTN, Africa's leading mobile operator, posted gains of nearly 2 percent to 165.04 rand.

Tech firm Allied Technologies was among the losers, falling 4.2 percent after it reported a 23 percent drop in full year profit.

Trading was robust with more than 200 million shares changing hands, according to preliminary bourse statistics. Decliners outpaced advancers 153 to 131.

Analysis - Britain's ills on display in rising car sales

By Olesya Dmitracova and Rhys Jones

LONDON (Reuters) - One of Britain's few economic bright spots - a 13-month run of increased car sales - may actually say more about the country's ills than it does about its growth prospects.

Much of the rise has been caused by a banking scandal, high fuel prices, erosion of savings and widening income inequality.

"A perfect storm of factors have come together to create a real buyers' market at the moment," said Keith Lewis, a spokesman for the British car industry body, the Society of Motor Manufacturers and Traders (SMMT).

First, the numbers. In the 12 months ending in March, car registrations in Britain rose 7.2 percent compared with the same period a year earlier.

During that period - or an approximation of it, given different reporting schedules - there has been barely any economic growth and unemployment has averaged 7.9 percent.

By contrast, new car registrations in Germany - Europe's biggest auto market - fell 13 percent in the first three months of 2013, and sales in France fell 15 percent.

So what's driving car sales in Britain? Microeconomics. Start with the behaviour of savers.

In a bid to boost the economy by encouraging spending and investment, the Bank of England has kept the main interest rate at a record low of 0.5 percent, meaning most savers are losing more to inflation than they are earning in interest.

That results in little incentive to save rather than spend.

Carmakers and dealers have, in the meantime, pushed cheap financing deals and discounts. Keen to shift stock, some have even done so at a loss.

"There are cars now which are available for less than the monthly cost of a TV subscription package," said Tom Barnard, a director at Japanese carmaker Nissan's UK business.

Carmakers, especially those that have traditionally catered to well-heeled customers, are also luring hard-pressed Britons in another way - by introducing new affordable models to appeal to a much wider range of buyers.

These include several Mercedes C-Class and BMW 3 Series models which can be purchased for a monthly payment of less than 300 pounds.

While a few years ago "blue-collar" workers would have bought a car from a mass-market maker, such as Ford or Toyota, they can now buy a Mercedes, said Gordon Haining, franchise director at car dealer Lookers.

PUSHED TO BUY

There are a number of other factors behind the rise in sales, which admittedly does come from a low base.

Since the start of 2011, British banks have paid out 8.9 billion pounds in compensation to hundreds of thousands of their customers who were mis-sold Payment Protection Insurance (PPI), averaging almost 3,000 pounds per payment.

Three times as much was paid out last year as in 2011.

PPI was meant to protect borrowers against sickness or redundancy but was often sold to people who didn't want or need it or who were ineligible to claim.

Given the lack of return from savings, this has proved to be a windfall for car sellers.

"What do I do with that money?" said SMMT's Lewis. "Do I put it in the bank and get nothing on it? Is it enough for me to move house with or build an extension to my current property?

"No. The options are to go on holiday or to replace a car."

Strangely, analysts say the latter option is also being boosted by something that at first glance should put people off cars - rising petrol prices.

Tax rises and higher oil prices pushed the average cost of a tank of petrol in Britain to about 90 pounds in 2012 from 70 pounds two years earlier.

This sharp rise has persuaded motorists to splash out on newer and more fuel-efficient cars in order to save money on the running costs in the long term. Newer engines can cut as much as 15 pounds off the fill-up of the average car.

A GOOD RECESSION

For others, fuel prices are less relevant. Although wages have been shrinking in real terms, relatively benign inflation to date and lower borrowing costs have meant that many in work have not felt the real bite of Britain's downturn.

This is especially true for the top end of earners.

"There is an element of the population that rides above the highs and lows of the economy," Lookers' Haining said at an outlet in west London.

It specialises in upmarket Jaguar and Land Rovercars, with prices for the most expensive model on sale - the Range Rover Autobiography - starting from around 100,000 pounds.

He added that London's thriving property market was providing some support to sales of high-end cars, noting that foreign buyers of expensive homes in the capital would often also buy a car to use when in the country.

Last year many premium carmakers, such as Bentley and Porsche, enjoyed far stronger sales growth in Britain than the 5.3 percent rise in overall new car sales. And this trend is set to continue, analysts say.

DIMMING PROSPECTS

The prospects for the broader car market in Britain look less bright, as it remains tied to the economy's fortunes.

Some of the microeconomic drivers, notably the PPI windfall, will dissipate.

On the macroeconomic level, this year's pick-up in unemployment and rising inflation mean last year's sales growth - the best in more than a decade - is unlikely to be sustained.

"2013 is going to be a year to forget for consumption," said Rob Wood, economist at Berenberg Bank. "Wages are being outpaced by inflation."

The months of increases also mean sales figures will soon start to be judged against a higher baseline. Car registrations plunged between mid-2011 and early 2012.

But at least one factor behind the demand for new cars in Britain should remain: a relative shortage of second-hand cars.

"You don't have the movement of used cars between markets like you do in continental Europe," said Colin Couchman, automotive analyst at IHS Global Insight.

"We drive on the different side of the road."

Discovery of new genes will help childhood arthritis treatment

Tuesday, April 23, 2013

Scientists from The University of Manchester have identified 14 new genes which could have important consequences for future treatments of childhood arthritis. Scientists Dr Anne Hinks, Dr Joanna Cobb and Professor Wendy Thomson, from the University's Arthritis Research UK Epidemiology Unit, whose work is published in Nature Geneticsyesterday, looked at DNA extracted from blood and saliva samples of 2,000 children with childhood arthritis and compared these to healthy people.

Principal Investigator Professor Thomson, who also leads the Inflammatory Arthritis in Children theme at the National Institute for Health Research (NIHR) Manchester Musculoskeletal Biomedical Research Unit, said: "This study brought together an international group of scientists from around the world and is the largest investigation into the genetics of childhood arthritis to date."

Childhood arthritis affects one in 1,000 in the UK. It is caused by a combination of genetic and environmental risk factors, however until recently very little was known about the genes that are important in developing this disease ? only three were previously known.

Dr Hinks, joint lead author of the study, said the findings were significant for understanding more about the biology of the disease and this might help identify novel therapies for the disease. "Childhood arthritis, also known as juvenile idiopathic arthritis (JIA), is a specific type of arthritis quite separate from types found in adults and there's been only a limited amount of research into this area in the past," she said. "This study set out to look for specific risk factors. To identify these 14 genetic risk factors is quite a big discovery. It will help us to understand what's causing the condition, how it progresses and then to potentially develop new therapies."

The study may help to predict which children need specific treatment earlier and allow health workers to better control their pain management, quality of life and long-term outcome. Currently 30 per cent of children with the disease continue to suffer from arthritis in adulthood.

Dr Cobb, joint lead author, added: "There are lots of different forms of childhood arthritis so identifying the markers will help us understand a little bit more about the disease process. It will also help to categorise children with JIA into sub-types dependent on which genes they have and allow us to determine the best course of treatment."

The study which took two years to complete, will ultimately help clinicians to better manage children with the disease and give potential to develop new therapies.

Professor Alan Silman, medical director of Arthritis Research UK who part funded the work, said: "We have known for some time that there is a strong genetic contribution to a child's risk of developing JIA, however previously only three genetic risk factors had been identified. This study is the largest genetic investigation of JIA to date and has identified 14 new risk regions, adding a significant amount to our knowledge of the genetic basis of this disorder. Further work is now required to investigate each of these regions in more detail, to enable us to understand how they are involved in disease development and identify potential new therapeutic targets."

PSA: Twitter is down for some, as is iCloud and the iTunes Store

PSA Twitter is down for some, as is iCloud and the iTunes Store

Nope, it's not your picture of "the best duck confit I've ever had" that's causing that Twitter post to error out -- the service is down for "some users," according to a Twitter status page update. It's unknown what's causing the issue (again, probably not your photweet), but we're assured "engineers are currently working on this issue." We're experiencing some snags ourselves, usually resulting in tweets timing out before publishing. Hang tight!

But maybe don't try to while away your time on the iTunes Store or by backing up your phone to iCloud, as those services are also experiencing some downtime issues this morning. An Apple support page lists both as seeing "some users affected;" we'll just have to assume engineers are also hard at work on fixing that. As always, we'll let you know when things get better.

'Boston Strong' emerges as rallying cry, from stadiums to tweets

In the week since the Boston Marathon bombing, a new phrase, "Boston Strong," has sprung up around the country as sports fans put aside their rivalries and reach out to a city in pain. NBC's Luke Russert reports.

By Lou Dubois, NBC News

Amid a week of terror in Boston, one common theme of support emerged online and off, locally, across America and around the world: "Boston Strong."

"We are one. We are strong. We are Boston. We are Boston strong," the Red Sox public address announcer said to an eruption of cheers?Saturday, as the city came together at the first home game following the tragic events. The crowd honored the fallen and celebrated the heroic, and some, such as slugger David Ortiz, spoke their minds.

That followed a new tradition in the city that?started on Wednesday?at the Boston Bruins hockey game, with the crowd in each stadium singing the "Star Spangled Banner" loudly and in unison.

Online, #BostonStrong was a trending topic on Twitter for much of the week and has been mentioned nearly half a million times since Monday.

Google

"Boston Strong" images flooded the Internet over the past few days, as this image search reveals.

Facebook pages, updated profile photos, ribbons and much more are just the beginning of the wide digital reach of the two words. Even the famed "Green Monster" at Fenway Park was?outfitted with a "Boston Strong" insignia?by the Red Sox, an announcement the team made via its official Twitter feed.

"I think it's been viewed as an extraordinarily generous gesture," said journalist Mike Barnicle, a Massachusetts native and MSNBC contributor. "I think it's put an all new light on the relationship between cities?... Cities get down after terrorist attacks ? they're momentarily shocked and angry, but they get up, they continue and the people who live in and around those cities get up and continue because that's who we are."

Around the nation and around the world, the two words have taken on a meaning of their own. From a special?"Boston Strong" run in San Diego?to a moment of silence and remembrance?before Sunday's London Marathon?to a?Milwaukee T-shirt shop?printing shirts selling rapidly around, it's a movement that shows real unity and seems to know no bounds.

Nick Reynolds and Chris Dobens, Emerson College students in Boston who started an online campaign to sell "Boston Strong" T-shirts to raise money for The One Fund Boston, have already received?over 23,000 orders.

"Boston is a tough and resilient town, so are its people," President Barack Obama said in a speech Monday following the bombings. "I'm supremely confident that Bostonians will pull together, take care of each other, and move forward as one proud city and as they do, the American people will be with them every single step of the way."

"This is Boston," Mayor Tom Menino said Wednesday at an interfaith service, "a city with courage, compassion and strength that knows no bounds."
